Looks like a reversed image of the sun through clouds.
Pretty cool.

Glowing Edges.
The little icon for Previous image looks like a grayscale and some contrast and brightness tweaking.
Contrast up to 100% turns everything into black and white or black, red, green, yellow, blue, magenta, cyan and white.

i used multiple effects on photoshop
i find that if you use a number of different things it can soften and heighten the effect you are going for, also used a solarizing thing
most pics i alter i tend to up the contrast the play with the colors but not the midtones, just the highlights and shadows...sometimes the saturation
then i tend to use a drawing format, i think for the pretty lady i used photocopy or stamp, then went back in and used neon glow
i play around, no formal training and no time away from kids to use the tutorial
now this pic (http://www.flickr.com/photos/-shalla/2699749406/).... completely unaltered
