I was expecting a line of angry people outside a healer's tent where all the magic had stopped working because he couldn't do the vocals.

Basically the ruling is that the player of a character who's mute for roleplaying purposes must still say the verbal out loud when casting, but in-play the character is reciting it mentally rather than aloud. One of my friends was thinking of playing such a character at one point, and had to get clarification on how it would work.
It would be fun to play a mute character that only spoke when casting spells verbally or calling damage. The rest of the time you could just mime what you were trying to say to the others... then again it would be really hard to tell the others something's coming.

Actually, if anyone ever got to Maryland Renfaire and saw "O"'s act (he's a mime, and utterly hilarious, with or without any given partner for the season) you'd be suprised at how much someone who can't talk expresses themselves.
Mute doesn't mean you can't make noises- it just means you can't vocalize.

The guy in the comic strip does say his verbals so people know what just happened, but he's in an Order of Silence. The longer he goes without talking, the more wifties he gets. And he can't make noise at all - Once he asked me to knock on the door of a cabin for him, he wasn't allowed to.
He mouths and makes gestures, and I'm horrible at understanding him. Whenever he tries, I just shake my head and say "...WHat is it, boy? Little Timmy fell down the well?!?"

You want a good character study of a mute character, watch some old Marx Brothers movies from the 30's and 40's.
Harpo was awesome I based a character off of him. It's amazing how quickly a horn will get peoples attention
